The reason for this is a lack of consensus on how to define it. The concept of quality has been one of the most debated subjects in the literature on services. Even well-known authors define quality in different ways. Quality as a concept seems to vary both in definition and in understanding. This paper contains a review of the concept of quality and healthcare quality-measurement instruments (frameworks and/or models) and also uncovers some of the problems with regard to healthcare quality measurement.
